<p style="text-align: justify;">Prior to embarking upon a career at the Bar, Sarah had an incredibly successful career as an entrepreneur in which she co-founded and directed a business in the brewing industry. Demonstrating her relentless quest for excellence and drive to succeed, she won multiple business awards along the way including a Great British Entrepreneur Award, a Wales Chamber of Commerce Award and a Daily Mail/Natwest Entrepreneur of the Year award.</p>
<p style="text-align: justify;">After negotiating the sale of her business shares in 2021, Sarah followed her longstanding dream of becoming a barrister. Showcasing her determination and dedication, she achieved a Distinction in the Post Graduate Diploma in Law at the University of Law. Moreover, she won the Dean’s Award for Best Overall Performance for attaining the highest mark of the cohort. She went on to complete the Bar Training Course at Cardiff University, achieving an Outstanding. Always striving to be the best in everything she does, she again won awards on the Bar Training Course, this time securing four out of the seven accolades awarded. She succeeded in achieving the awards for Best Overall Student on the Bar Training Course, Best Student in Conferencing Skills, Best Student in Drafting and Opinion Writing and Best Student in Civil Litigation.</p>
<p style="text-align: justify;">In recognition of her academic ability and potential at the Bar, she was awarded numerous scholarships as a student including two highly coveted Inner Temple Exhibition Scholarships and the University of Law ‘Law First’ Scholarship.</p>
<p style="text-align: justify;">Sarah joined Pendragon Chambers in October 2025 and she will be a major part of the growth of our criminal team. She is already instructed in a plethora of criminal Crown Court trials including grievous bodily harm with intent, Class A drug supply, wilful neglect by a care worker and sexual offences. She has also been instructed in cases involving the modern slavery defence and a defence under the Human Rights Act. She has represented defendants who are mentally unwell including those with issues around fitness to plead and to stand trial. Sarah is well-known for her conscientiousness, court presence and communication skills. Her easy manner, empathetic nature and exceptional client care means she is the kind of advocate that makes solicitors feel that they are in safe hands. <p style="text-align: justify;">David was called to the Bar by Gray’s Inn in 2021. Before commencing his pupillage, he worked alongside both Quest and LPC as a solicitors agent, broadening his exposure to a range of practice areas and professional environments before moving to Browne Jacobson as an Assistant Advocate, where he acted as a Presenting Officer in regulatory matters and represented clients in small claims and application hearings before the County Courts.</p>
<p style="text-align: justify;">Raised in Mid Wales, David originally studied computer science in Aberystwyth before moving to South Wales, completing a separate undergraduate in Law through the open university and finally completing his master in Law at Cardiff university.</p>
<p style="text-align: justify;">David started his pupillage with Browne Jacobson focusing on inquest and CoP work and is believed to have been the first employed pupil in Wales, before joining Pendragon to complete his second six, enabling him to spend more time with his young family based in South Wales.</p>

<p style="text-align: justify;">Angharad joined Chambers following an extremely successful career as a Solicitor with over 13 years experience she transferred to the bar in 2025 to expand her practice and bring her established experience to the bar.</p>
<p style="text-align: justify;">Angharad started her career as a family and property lawyer turning her focus to family from 2015 to date. Angharad set up a family law department at Morgan’s solicitors and ran a very successful enterprise.</p>
<p style="text-align: justify;">Angharad specialises in divorce, matrimonial finances, domestic abuse cases and all aspects of children law to include private and public cases. Angharad also undertakes work on a Direct Access basis and is adept at drafting pleadings and applications using the skills acquired as a solicitor much to her advantage. She prides herself on building great relationships with all clients and is empathetic and sensible in her approach to all cases.</p>
<p style="text-align: justify;">Angharad has a wealth of experience in fact finding hearings, cases involving the official solicitor, working with vulnerable clients, cohabitation and TOLATA cases and FDR’s.</p>
<p style="text-align: justify;">Having worked in private practice throughout her career Angharad also has a great understanding of property matters, wills and probate work as well as Court of Protection matters.</p>
<p style="text-align: justify;">Fluent in Welsh, Angharad can conduct advocacy and conferences bilingually. Angharad graduated from Swansea University in 2010 with a 2:1 and went on to complete her Legal Practice Course at the University of Law thereafter.</p>

<p style="text-align: justify;">Zara Walker joined chambers in October 2024, having developed an extensive and versatile career at the independent bar working in both London and the South West of England before relocating to Wales. <p style="text-align: justify;">Zara’s expertise covers all aspects of family law, ranging from private law proceedings to care and financial matters. Zara frequently handles high-conflict cases and has developed an extensive practice with a particular focus upon parental alienation as well as internal and international relocation applications. Zara’s experience with jury trials in the Crown Court has provided her with the skills to manage complex fact-finding hearings with confidence and precision. Zara has represented all parties within care proceedings, ensuring clear and succinct advice. Within care proceedings Zara has often represented vulnerable clients, due to eithermental health, addiction or educational disabilities and is known for her ability to explain matters in a calm and empathetic manner taking into account the particular needs of her clients. Zara accepts instructions within financial proceedings using her analytical skills to extract relevant information and achieve results for her clients through forensic cross examination.</p>
<p style="text-align: justify;">A graduate of the University of the West of England, Zara completed her Bar Professional Training Course (BPTC) with an Outstanding grade, achieving top marks in several subjects across both the full-time and part-time cohorts. She is also a Lord Denning Scholar at Lincoln’s Inn. Following her studies, Zara was invited to return to the University as an Associate Lecturer, where she taught criminal litigation and advocacy, further enhancing her legal acumen and teaching credentials. Her experience spans a wide range of areas, including criminal law and human rights. This breadth has honed her skills as a versatile and highly experienced advocate, adept at navigating various legal environments.</p>

<p style="text-align: justify;">Kate joined Pendragon Chambers in August of 2024 following successful completion of pupillage with the Crown Prosecution Service and time as a Tenant at Albion Chambers.</p>
<p style="text-align: justify;">Prior to a career at the criminal Bar, Kate served in the British Army after joining straight from school and arrived at her first unit in Germany during the invasion of Iraq in 2003. Following her military service, she travelled around the UK and Cyprus in various civilian roles including investigating international fraud, teaching sport and fitness to British Army trainees and providing legal advice to a University Health Board on their involvement in the Infected Blood Inquiry.</p>
<p style="text-align: justify;">Kate is regularly instructed in complex private family law including matrimonial finance and criminal matters. She is also instructed in public family law, employment tribunals, civil cases and judicial review. She is registered with the Welsh Government Public Law Barristers Scheme.</p>
<p style="text-align: justify;">Kate is passionate about advocating for Armed Forces personnel and veterans and can be instructed for court martials.</p>

<p style="text-align: justify;">Born in South Wales and raised in the Vale of Glamorgan, Alex attended Cowbridge<br />
Comprehensive School and Sixth Form where he completed his A-Level studies.</p>
<p style="text-align: justify;">Having concluded his undergraduate studies at Aberystwyth University, earning a 2.1 degree<br />
in History, Alex then ventured into the field of law where he attended Swansea University to<br />
pursue the Law Conversion Course, solidifying his foundation in legal studies and achieving<br />
a Pass with Commendation. Alex’s dedication to the legal profession was further<br />
demonstrated when he achieved a &amp;quot;Very Competent&amp;quot; on the BPTC at Cardiff Law School.</p>
<p style="text-align: justify;">Alex embarked on his legal journey after being called to The Honourable Society of Middle<br />
Temple in 2012 when he began his professional journey as a Solicitor’s Agent at Kearns &amp;amp;<br />
Co., practising a wide variety of civil matters ranging from mortgage possessions to small<br />
claims where he honed his legal skills and gained invaluable experience in the field.<br />
Alex then continued his legal career with LPC Law where his pursuit for continual<br />
professional development led him to undertake more than 3,800 cases in various areas of civil<br />
litigation, including an impressive track record of attending over 500 Small Claims cases, a<br />
testament to his commitment to pursuing a long career at the Bar.</p>
<p style="text-align: justify;">Never one to remain idle, in 2021 Alex became a Chartered Legal Executive with the<br />
Chartered Institute of Legal Executives after completing his Work Based Learning Journal.</p>
<p style="text-align: justify;">Outside the courtroom, Alex is happily married with two children. In his leisure time, he<br />
enjoys spending time with his family, socialising with friends, playing golf and watching<br />
rugby.</p>

<p style="text-align: justify;">Prior to undertaking a career as a Barrister Bethan ran a small company for close to a decade which gave her a wealth of experience in managing difficult situations, forward planning and project management. In addition to this Bethan is an accredited civil and commercial mediator and as such will always focus on a solution-based outcome.</p>
<p style="text-align: justify;">Bethan studied Law at Swansea University and obtained a 2:1 before going on to complete the BPTC at the University of the West of England where she obtained a VC. During her studies Bethan regularly volunteered with Pro-Bono units offering support and advice to those going through the family courts, Bethan firmly believes that justice should be accessible to all.</p>
<p style="text-align: justify;">Bethan accepts instructions in all areas of family law and has a special interest in the following:</p>
<p style="text-align: justify;">Matrimonial finance; Beth represents applicants and respondents at all stages of proceedings from initial advice in conference, drafting through to multi-day contested hearings however given her background in mediation Beth strongly advocates for settlement and is able to offer robust advice and negotiation to aid your case.</p>
<p style="text-align: justify;">Private law children; Beth regularly attends private law cases at all stages and has engaged in complex issues with allegations of sexual abuse, child abuse and domestic abuse including cases with an international or complex religious elements most notably at the Court of Appeal before Mr. Justice Mostyn [2023] EWHC 1762 (Fam). Beth has been involved in fact-finding hearings up to 6 days.</p>
<p style="text-align: justify;">Public law children and court of protection; Beth is regularly instructed to represent Local Authorities, parents and the children at all stages and levels of care proceedings. Beth has experience is substance misuse, mental health, non-accidental injury and domestic abuse.</p>
<p style="text-align: justify;">She has excellent attention to detail and will ensure that no stone is left unturned, she will provide detailed advice at every stage of proceedings and will work tirelessly to ensure the best outcome for your case.</p>
<p style="text-align: justify;">In her spare time Beth loves to travel the world and explore the more local beauty of the Welsh Coastline with her partner, three children and their Old English Sheepdog.</p>

				<content:encoded><![CDATA[<p style="text-align: justify;">It is with extreme sadness that Chambers announces the death of Martin Bowen, our Practice Manager, on 7th April.</p>
<p style="text-align: justify;">Martin passed away at home, cared for by his wonderful wife Diane with the support of their children and family.  Although a dedicated and integral part of Pendragon Chambers, Martin was first and foremost a family man whose priority was always the Bowen “gang”.  His love for Diane and children Rebecca, Joel, Alex and Nyle was obvious and he shared many proud dad moments with us in Chambers over the years.</p>
<p style="text-align: justify;">He was also a devoted son and brother, supporting his family in what has been an incredibly difficult time lately through family illness and loss.  His lovely mum Laura passed away in October and the strength Martin showed whilst battling his own illness was remarkable and testament to the man he was.  Always putting others first.</p>
<p style="text-align: justify;">In his work life, Martin was a consummate professional with a talent for his trade.  One of the most recognisable faces of Chambers, he was well liked and respected by all of our clients.  He was a true gentleman.  A friend.  Always upbeat, whatever the world had thrown at him that day.  He was funny and loved to laugh. He and Nolan were formidable opponents in the banter stakes and you could look out if they were on good form.</p>
<p style="text-align: justify;">Martin was also warm and generous and above all, he was kind.  He was instrumental with Nolan in shaping Chambers not only into a successful business but into a place where people genuinely enjoy coming to work.</p>
<p style="text-align: justify;">He was an avid supporter of Swansea City FC.  What Martin didn’t know about the Swans wasn’t worth knowing and it was pure joy watching him as his team made it to the Premiership for a time.</p>
<p style="text-align: justify;">He was a keen advocate for SNAS (Swansea and Neath Autistic Society) and  Chambers has been glad to support his charitable work over the years.</p>
<p style="text-align: justify;">He was a steady hand on the tiller and the “fixer” of problems. His steadfastness and loyalty were highly prized by us all in Chambers.   He was the epitome of reliability and held in the highest regard by all who knew him professionally and personally.</p>
<p style="text-align: justify;">There are no words to adequately thank Martin for the contribution he made to Chambers nor to express the huge loss that we feel.  We remain incredibly privileged to have called him our friend and colleague for more than 17 years.  We would like to think he stayed so long because some of these feelings were mutual.  He was Chambers’ “Dad”.  We loved him and we will miss him always.</p>
<p style="text-align: justify;">Our thoughts go out to Diane, Rebecca, Joel, Alex and Nyle and all of Martin’s family and friends.</p>

<p style="text-align: justify;">At this unprecedented time all members are up to date with the Guidance from the President of the Family Division and are familiar with the template orders for remote working.</p>
<p style="text-align: justify;">We will be using Microsoft Teams (formerly Skype for business), the preferred option. Please see the Presidents Guidance issued on the 19.3.10 which contains links to information about this system.</p>
<p style="text-align: justify;">As of the 19.3.20 the President of the Family Court has indicated that some hearings will still need to be dealt with by some if not all of the participants physically attending but that there will be a remote directions hearing first to plan ways in which this can be done as safely as possible. All barristers at Pendragon Chambers and their clerks are committed to making the system work for you and our clients.</p>
<p style="text-align: justify;"><u>Vacating and re-listing hearings</u></p>
<p style="text-align: justify;">Part of the process we are currently undertaking, is to relieve some of the pressure on our clients for upcoming hearings as well as address directions made or to be considered. We understand that in some cases hearings will be vacated and re-listed. There remains relevant issues in those cases so in some matters, we are assisting in negotiating with the parties, and drafting additional orders, to progress matters remotely. We are happy to assist you in any such matters.</p>
<p style="text-align: justify;"><u>Holding hearings by telephone or video conference</u></p>
<p style="text-align: justify;">We do already hold conferences by telephone, but anticipate our counsel will be happy to meet virtually online via Microsoft Teams/ Zoom or a secure platform that reassures the lay clients they are being listened to and updated during their case.</p>
<p style="text-align: justify;"><u>Client conferences</u></p>
<p style="text-align: justify;">We are able to undertake all levels of client conference by video or telephone subject to the client preference.</p>
<p style="text-align: justify;"><u>Finally</u></p>
<p style="text-align: justify;">It is likely that only urgent matters requiring court time will be undertaken and the pressure on the judiciary to address that remains. We are in constant communication with the Courts, FLBA and all government platforms for up-to-date guidance.</p>

<p><strong>Areas of Expertise</strong></p>
<p style="text-align: justify;">Greg has extensive experience in exceptionally serious and complex fraud cases, including VHCC cases. Substantial expertise and practise throughout England and Wales in the widest spectrum of serious criminal work including serious commercial fraud, money laundering, confiscation, terrorism, murder, sexual offences and other violent crimes. Used to dealing with complicated, paper-heavy cases. Able to quickly absorb complex material and a good manner when dealing with lay clients. Prosecuted and defended many high profile, media-generating cases including the case of R v Mills where three generations of the same family were murdered by arson, and the ‘failed London bombers’ terrorist case. Substantial experience in cases of gang and domestic murder, and cases where defendants have given evidence against each other. Specialist knowledge of explosives, having dealt with cases involving the same. Regarded as a leader who works well in a team, encouraging Juniors to give of their best at all times. <p><strong>Notable Cases</strong></p>
<p style="text-align: justify;">Set out below is a selection of cases in which Gregory Bull KC has been involved, but it should not be regarded as exhaustive.</p>
<p><strong>FRAUD, CONSPIRACY</strong></p>
<p style="text-align: justify;">R v. C and Others (2013) Birmingham Crown Court. Represented a mortgage broker in a multimillion pound conspiracy to obtain mortgages. 15,000 pages of documents involved.</p>
<p style="text-align: justify;">R v. S (2012) Birmingham Crown Court. Represented a businessman accused of conspiracy to defraud, and breach of a restraining order, involving millions of pounds. This was an extremely complicated case as it involved multiple companies and solicitors. Further, the case had overseas interest in that companies from Dubai and a bank from India all featured. The case was linked to a much larger fraud committed by a well-known businessman in the West Midlands.</p>
<p style="text-align: justify;">R v. M and Others (2012) VHCC. Five+ months. Swansea Crown Court. Represented a retired Chief Inspector of Police in a conspiracy to pervert justice resulting from a historic murder case. This was a case where the prosecution had failed to disclose proper information and it involved over 100,000 + documents.</p>
<p style="text-align: justify;">R v. L and Others (2006) Southwark Crown Court. Represented Malaysian businessman accused of attempting to obtain £96 million from the Bank of England with forged pre revolution bearer bonds. Following trial, all defendants were acquitted on submission.</p>
<p style="text-align: justify;">R v. N and Others (2003) VHCC case. Cardiff Crown Court. This case took over four months of painstaking research and preparation. Represented the main defendant in a case of serious fraud where a car dealer had defrauded finance companies over the sale of fictitious motor vehicles. The case involved over 10,000 documents and a number of finance companies and insurance companies</p>
<p style="text-align: justify;">R v. M and Others Newport (Gwent) Crown Court. Junior in the case of a solicitor prosecuted for fraud of banks. This was the largest fraud ever tried in Wales involving extremely complex evidence (eventually stopped on the grounds it was too difficult for the jury to understand).</p>
<p><strong>TERRORISM</strong></p>
<p style="text-align: justify;">R v. G (2007) VHCC. A terrorism case involving the ‘failed London bombers’. This case took four months and followed very substantial preparation at the Central Criminal Court. The Defendant was one of a family group who facilitated the escape of a failed bomber from the United Kingdom. Very substantial preparation was required around this and the original bombing trial.</p>
<p><strong>MURDER</strong></p>
<p style="text-align: justify;">Defended and prosecuted dozens of case in silk involving gangs and young offenders.</p>
<p style="text-align: justify;">R v. H (2013) Defended Slovak national accused of murder by kicking another to death inflicting over 60 fractures to the head. Acquitted of murder; convicted of manslaughter.</p>
<p style="text-align: justify;">R v. M (2013) Prosecuted triple murder of three members of the same family by arson.</p>
<p style="text-align: justify;">R v. B (2007) Defended gang member who was acquitted of the murder of another youth.</p>

<p><strong>Background</strong>		</p>
<p style="text-align: justify;">Paul studied modern and medieval languages (French and Spanish) at Clare College, Cambridge. He completed the Diploma in Law at City University, London and ‘Bar Finals’ at the Inns of Court School of Law. He was called to the Bar in November 1982 and was highly commended in the prestigious Hudson Prize for construction law in 1997.</p>
<p><strong>Practice</strong></p>
<p style="text-align: justify;">Paul predominantly specialises in contentious and non-contentious construction law. His practice includes disputes under standard form contracts and other less formal arrangements, matters under The Party Wall Etc. Act 1996, bonds and guarantees and professional negligence claims against construction professionals. In addition, Paul undertakes some general Chancery work, including rights of way and boundary disputes and some personal injury litigation. In March 2017 he was appointed to the All Wales Legal Services Panel (Chancery &#038; Civil Law, Other).<br />
Paul was accredited for public access work in 2007. </p>

<p style="text-align: justify;">Julian is a highly regarded civil practitioner specialising in housing law and traditional Chancery matters. He has been consistently ranked as a Tier One Junior and is recognised for his expertise across a broad range of complex property and private client disputes.</p>
<p style="text-align: justify;">Julian maintains a busy housing practice, acting for landlords and tenants including Housing Associations and Local Authorities in the County Court, High Court, and the First-tier and Upper Tribunals. He is regularly instructed in cases involving disrepair, anti-social behaviour, nuisance, eviction, harassment, and homelessness, and is particularly noted for his expertise in selective licensing. His wider housing work includes appeals, judicial review, service charges, and dilapidations. He also provides written advice, drafting, and consultancy services, and has conducted over a thousand adjudications under the Housing Act 2004.</p>
<p style="text-align: justify;">Alongside this, Julian has a well-established Chancery practice covering contested probate, the administration of estates, TOLATA claims, trust disputes, and a wide range of land-related issues. He combines a detailed grasp of both procedural and substantive law with skilled, measured advocacy and a strong focus on client care. He is frequently instructed in substantial matters from an early stage and regularly receives repeat instructions from professional clients. Julian is also happy to discuss cases informally prior to instruction and accepts appointments in mediation, both as counsel and as a mediator.</p>

<p style="text-align: justify;">Veronica Newman became a barrister in 1984. After training in London Chambers, she practised in Manchester covering a broad range of civil claims. After private practice at the Bar she worked for two firms of solicitors, first in Manchester and then for a national law firm at their Cardiff office. Later she worked as a university lecturer in law and continues to conduct lectures to professionals from time to time. For example she lectured to Court Interpreters studying at Cardiff University in June 2015. In April 2016 she participated in Mock Mediation training at Cardiff University hosted by the Cardiff branch of the CIArb.</p>
<p style="text-align: justify;">Veronica returned to practice in 2005 and practices primarily in the Family Court. Amongst the cases she deals with are child arrangements orders, including applications for prohibited steps orders, contact orders, variation of child arrangements orders, finding of fact applications; Care applications by local authorities, particularly representing parents. Applications on behalf of the Guardian and Local Authorities in care proceedings; Applications for injunctions against violent partners, applications for the removal of a partner/spouse from the family home, applications for a partner/spouse and children to re-enter the family home.</p>
<p style="text-align: justify;">Veronica is used to sensitively representing clients with a range of education/communication difficulties.  Veronica ensures clients can understand the purpose of their court visit and what outcome has resulted.</p>
<p style="text-align: justify;">Veronica also practices in the civil courts and has represented clients seeking possession of property orders, compensation for personal injury, small claims proceedings.  . With an interest in access to justice she has written a book and an e-book on Small Claims published by Law Pack.</p>
<p style="text-align: justify;">Veronica is an accredited community and neighbourhood mediator (ONC) and a lay member of the Dental Complaints Panel of the General Dental Council. Veronica is a member of the FLBA</p>

Lynne Morgan gave the judgment in the care and adoption proceedings in Re: G (a Child) [2014] EWCA Civ 432, in which the Court of Appeal described her judgement as “a model of clarity” (per McFarlane LJ). <p><em><strong>‘Telling, un-telling and re-telling the story of children’s rights in Wales’</strong></em></p>

Children’s rights have been described as emblematic of devolved government in Wales. In the first decade of Welsh devolution, a succession of Welsh policies gave a prominence to international children’s rights standards, which was not replicated elsewhere in the United Kingdom. The unique duty on Welsh Ministers to have due regard to the United Nations Convention on the Rights of the Child, enacted in the Rights of Children and Young Persons (Wales) Measure 2011, attracted international attention as an innovation in human rights implementation at the devolved level. But what impact has this law had? In this talk, Jane Williams, whose book The UNCRC in Wales (UWP, 2013) told the story of the background, enactment and potential of the 2011 Measure, argues that subsequent Welsh legislation reveals at best ambivalence about children’s rights: even an un-telling of the story. Yet at the same time, evidence is emerging of greater confidence in children’s rights as a tool for effective as well as ‘right’ governance at local levels. Jane will reflect on the potential of a Welsh municipal law on children’s rights and whether this local re-telling of the story may in practice have the best chance of producing real effects on the lives and life chances of people in Wales.<br />
<strong>Speakers Biography</strong></p>
<p>‘Jane Williams is an Associate Professor at the College of Law and Criminology, Swansea University, formerly a practicing barrister and UK and Welsh Government legal adviser. With the Wales UNCRC Monitoring Group, which she joined in 2002, and with practitioner and academic colleagues, she influenced the legislative policy for the Rights of Children and Young Persons (Wales) Measure 2011. In 2012 she co-founded the Wales Observatory on Human Rights of Children and Young People, which now operates from both Swansea and Bangor Universities. The Observatory works with academic, statutory and third sector partners, and with children and young people, to embed rights in public policy and practice, contribute to the research base for policy and law reform and to support accountability for children’s rights.’</p>
