<p style="text-align: justify;">Julian is a highly regarded civil practitioner specialising in housing law and traditional Chancery matters. He has been consistently ranked as a Tier One Junior and is recognised for his expertise across a broad range of complex property and private client disputes.</p>
<p style="text-align: justify;">Julian maintains a busy housing practice, acting for landlords and tenants including Housing Associations and Local Authorities in the County Court, High Court, and the First-tier and Upper Tribunals. He is regularly instructed in cases involving disrepair, anti-social behaviour, nuisance, eviction, harassment, and homelessness, and is particularly noted for his expertise in selective licensing. His wider housing work includes appeals, judicial review, service charges, and dilapidations. He also provides written advice, drafting, and consultancy services, and has conducted over a thousand adjudications under the Housing Act 2004.</p>
<p style="text-align: justify;">Alongside this, Julian has a well-established Chancery practice covering contested probate, the administration of estates, TOLATA claims, trust disputes, and a wide range of land-related issues. He combines a detailed grasp of both procedural and substantive law with skilled, measured advocacy and a strong focus on client care. He is frequently instructed in substantial matters from an early stage and regularly receives repeat instructions from professional clients. Julian is also happy to discuss cases informally prior to instruction and accepts appointments in mediation, both as counsel and as a mediator.</p>
<p style="text-align: justify;">Julian is a prolific legal author and commentator, contributing regularly to leading journals including the Landlord and Tenant Review and the Journal of Housing Law. His publications include co-editing Regulating the City: Contemporary Urban Housing Law (2016) and People and Buildings: Comparative Housing Law (2017), as well as numerous articles on topics such as selective licensing, landlord and tenant formalities, nuisance, redevelopment, and possession-related issues.</p>
<p style="text-align: justify;">Outside of practice, Julian enjoys cooking, wine—particularly Burgundy—rugby, reading, and long country walks with his Sealyham terriers. He is also a passionate supporter of the Cronulla Sharks.</p>

<p><strong>PROFESSIONAL</strong></p>
<p style="text-align: justify;">Paul Newman joined Pendragon Chambers as a working door tenant in July 2015, having been since October 2006 a member of 3 PB barristers, where he remains in practice.</p>
<p style="text-align: justify;">Before returning to private practice at the Bar, Paul spent a number of years in solicitors’ practice as a specialist construction lawyer, dealing with residential and commercial building contracts.</p>
<p style="text-align: justify;">Paul advises across a broad range of construction disputes, including claims about defective works, payment, professional negligence and Party Wall matters. He appears regularly in Court hearings and represents clients in adjudication and mediation. He accepts appointments as an adjudicator, arbitrator and more particularly a mediator. His mediation practice is focused largely on construction, property, professional negligence and general contract claims.</p>
<p style="text-align: justify;">Paul’s practice extends to some property cases &#8211; rights of way, trespass, nuisance / property damage and boundary disputes.</p>
<p style="text-align: justify;">Paul continues to be involved regularly in a number of personal injury claims.</p>
